The call for co-financing scientific and technological cooperation between the Republic of Serbia and the Federal Republic of Germany for mobility projects within the 2027–2028 cycle
The subject of the call is the co-financing of the exchange of participants in scientific research projects between the Republic of Serbia and the Federal Republic of Germany for the period 2027–2028. The aim is to improve bilateral cooperation in the field of science, strengthen researcher mobility —especially of young researchers— in order to carry out joint scientific research projects, and strengthen the institutional capacities.
The call is issued by the Ministry of Science, Technological Development and Innovation of the Republic of Serbia and the German Academic Exchange Service (DAAD) in the Federal Republic of Germany, based on the Law on Ratification of the Agreement between the Government of the Republic of Serbia and the Government of the Federal Republic of Germany on Cooperation in the Fields of Culture, Education, and Science.
Eligibility:
a) From the Serbian side: individuals holding teaching, scientific, and research positions who are employed at higher education institutions and scientific research organizations in accordance with the Law on Science and Research (“Official Gazette of the RS”, Nos. 49/2019 and 108/2025, hereinafter: the Law) and who participate in the implementation of the Institutional Funding Program.
A “young researcher” under this Call is a person who meets the following conditions: they have been appointed to a research position in accordance with Article 74 of the Law on Science and Research, have up to 10 years of research experience as of the closing date of the Call, and are employed at an accredited scientific research organization.
b) From the German side: lecturers, collaborators, and early-career researchers at German higher education institutions, as well as scientists at non-university research institutions.
Financial provisions
Funds for promoting exchange may be used to cover travel costs and living expenses incurred during the exchange of researchers participating in the projects. These funds cannot be used to finance research project costs such as researchers’ salaries or material expenses, which must be provided from other sources.
The Ministry of Science, Technological Development and Innovation of the Republic of Serbia covers the travel and living costs of Serbian researchers in the Federal Republic of Germany, up to a maximum of 4,000 euros in dinar equivalent per project year.
The German Academic Exchange Service (DAAD) covers the travel and living costs of German researchers in the Republic of Serbia, up to a maximum of 7,500 euros per project year.
Application of research projects
A prerequisite for participation in the Call is the existence of a joint project between research teams from both countries.
Project applications must be submitted simultaneously in both countries, in accordance with the national Call, to the competent national institutions responsible for allocating program funding (the Ministry of Science, Technological Development and Innovation of the Republic of Serbia for Serbian applicants, and DAAD for German partners).
Project applications may cover all scientific fields of research.
The funding period for the exchange of participants within a joint project may last up to two years.
Project proposals submitted by applicants from the Republic of Serbia must be delivered in the prescribed manner and on the application forms to the Ministry of Science, Technological Development and Innovation of the Republic of Serbia. The project application for the Call must be submitted in Serbian and English as follows:

By accessing the website, a password for the online project application is provided. While the Call is open, it is possible to supplement and modify the project proposal. The completed project application remains on the website.

A printed final version of the completed project application (one copy in Serbian and one copy in English), signed by the project leader and the director/dean of the Serbian research institution, must be submitted in person to the registry office of NITRA or sent by post to the following address:
